Dear Friends,
With Congress heading into the Memorial Day recess next
week, I want to update you on some of my recent work on
Capitol Hill.
Keeping Terrorists Out of Virginia
As you may recall from recent newsletters, I have been
making the case that trained terrorists detained at
Guantanamo Bay must not be released in the U.S. Over the
last two weeks, I have spoken on the House floor six times
challenging Attorney General Eric Holder to answer my
questions about any pending decision to release 17 ethnic
Chinese Muslims known as Uyghurs, in our area. We have
information that these detainees were trained at al Qaeda
camps in Afghanistan and believed to be members of the
Eastern Turkistan Islamic Movement. I also have written
several times to the attorney general and to President Obama
about my concerns.
I offered an amendment to the Fiscal Year 2009 emergency
supplemental appropriations bill that would have restricted
the administration from moving any detainees until October
1, 2009, require 60 days notification to Congress before any
move, and require approval from affected states before
releasing or transferring detainees. Although my amendment
was defeated in committee on a party-line vote, much of my
proposed amendment was ultimately included in the spending
bill. It is my firm belief that Congress and the American
people deserve all the facts before any detainees are
released or transferred to the U.S.
Highway Bill Reauthorization
The House Transportation and Infrastructure Committee is
preparing legislation that will authorize the next five-year
highway program, which determines funding for various
highway, transit, safety and infrastructure projects, and
allocates funding to each state for transportation projects
based on a formula. I have requested several projects that
will come out of Virginia’s allocation to ensure that
northern Virginia gets its fair share of funding. With the
second worst traffic in the nation, this region needs an
investment in solutions to get people moving and spending
less time stuck in traffic. Two of the projects requested
are for a regional Bus Rapid Transit (BRT) study and to
implement BRT on I-66. BRT, which is often described as a
train car on wheels, uses dedicated lanes, enhanced fare
collection, platform loading and other elements of rail
systems to provide faster transit service but at a lower
cost. The BRT study will encompass existing and planned
transit and buses with the goal of creating a regional
network throughout northern Virginia. Along with the
implementation of BRT in the I-66 corridor, both of these
projects would complement the Dulles Rail project and
widening of I-66 to relieve congestion throughout the
region. My highway bill requests are detailed on my Web

Job Fair Recap
Over 3,500 jobseekers came out to the 10th District Job Fair
on May 7 at Loudoun County School Board Offices in Ashburn.
